Commas in Numerical Data

A pilot that is submitting pireps via FSFK has commas in the numerical data instead of decimal points ( ie. Score: 95,00%, Touchdown Rate: 127,15 ). This pilot is located in Europe and I am aware that the use of commas and decimal points have different uses in numerical data in Europe. Is this formatting of numerical data with commas controlled within FSFK or is this formatting coming from the pilot's operating system settings?

It depends on the user regional settings and is not controlled by FSFK.
